Barring variant (mis)spellings, it would be Jacob and Emily in the states, with 24,418 and 21,118 children -- respectively -- given those names in 2006.
In England and Wales, the tops are Jack (with 6,928 registrations in 2006) and Olivia (couldn't find her numbers, but more than 4416 at least).
Jack also reigns supreme in Scotland (with 618 births) and Sophie is queen (with 602), and Northern Ireland is similar, Jack number one with over 290 registrations, and Katie with over 280.
So really, it depends on where you live. ;)
